You are a Product Owner
If you manufacture, assemble, or produce goods placed on the Sri Lankan market, you are likely classified as a Product Owner under EPR regulations.
Who is a Product Owner?
A Product Owner (also referred to as a Producer in many EPR frameworks) is any entity that:
- Manufactures products under its own brand/name
- Assembles or modifies products before placing them on the market
- Imports products for distribution or sale in Sri Lanka
- First places products on the national market (even if manufactured abroad)
As a Product Owner, you are legally responsible for the end-of-life management of your products — including collection, recycling, recovery, and environmentally sound disposal of waste generated from your products.
Your EPR Responsibilities
Under Sri Lanka’s upcoming Extended Producer Responsibility framework, you are required to:
- Register with the designated Producer Responsibility Organization (PRO)
- Meet collection and recycling/recovery targets
- Finance or organize waste management systems
- Report annually on quantities placed on market and waste managed
- Provide proper labeling and consumer information
