You are an Importer
If you bring products into Sri Lanka from abroad for sale, distribution, or use in the local market, you are typically classified as an Importer under EPR regulations.
Who is an Importer?
An Importer (in the context of EPR) is any person or entity that:
- Imports goods or products into Sri Lanka for commercial purposes
- Places imported products on the Sri Lankan market for the first time
- Handles customs clearance and introduces foreign-made products into local distribution channels
- Imports products bearing another party’s brand (in which case you may share or carry full producer responsibility depending on regulations)
In most EPR systems — including the emerging framework in Sri Lanka — the importer is considered the **producer** when no local manufacturer or brand owner is present upstream in the supply chain. This makes you directly responsible for the end-of-life management of the imported products.
Your EPR Responsibilities
As an Importer under Sri Lanka’s Extended Producer Responsibility rules, you are generally required to:
- Register with the designated Producer Responsibility Organization (PRO)
- Organize or finance collection, take-back, reuse, recycling, or recovery of end-of-life products and packaging
- Meet applicable collection, recycling, or recovery targets for the categories you import
- Maintain records of quantities imported and report annually to authorities/PRO
- Provide information to consumers and downstream users about proper disposal and return options
